My Developer Can't Create A Function App

The contributor role is present under the Privileged administrator roles tab:

Go to Subscriptions -> Select your subscription -> Add -> Add role assignment -> Click on Privileged administrator roles -> Contributor

And assign the role to the user.

If still the issue persists, check the below:

• Ensure you have Owner or User Access Administrator at the required scope (subscription/resource group), otherwise role assignment will fail
• Verify no deny assignments / Azure Policy restrictions blocking Contributor
