What are resale enabled offers?

Resale enabled offers empower channel sales at scale through Microsoft Marketplace. Many software companies rely on their channel partnerships to sell their solutions to end customers. Using resale enabled offers, software development companies can authorize their channel partners to sell their existing product offers on their behalf. Once authorized, resale partners can create and sell private offers independently, without software company involvement in each private offer.

Which customers can purchase resale enabled offers?

Resale enabled offers can be purchased in all Microsoft Marketplace supported geographies, except the following countries/regions:

  • Belarus
  • Brazil
  • China
  • India
  • Mexico
  • New Zealand
  • Russia
  • Singapore
  • South Korea

What are the partner criteria to use resale enabled offers?

Any partner using resale enabled offers must be enrolled in the Microsoft AI Cloud Partner Program and enrolled in Microsoft Marketplace. Additionally, all partners must have a valid payout and tax profile. Software partners must have a publicly transactable software as a service (SaaS) or Azure VM with reservation pricing (VMSR) product.

To create private offers using resale enabled offers, resale partners must first receive an authorization to sell a software companies existing Marketplace product. Software companies create and manage authorizations in the Marketplace offers workspace in Partner Center.

Creating resale enabled offers

What offer types can be sold through resale enabled offers?

Resale enabled offers are supported for publicly transactable software as a service (SaaS) and Azure virtual machine with reservation pricing (VMSR) offers. Resale enabled offers don't support bundling of software products from multiple software partners. Resale enabled offers are sold using customer private offers and multiparty private offers.

How long are resale enabled offers valid? Do they have an expiration date?

Resale enabled offers do not have expiration dates. Authorizations are valid until they are revoked by the offer owner, the software company that originally published the publicly transactable offer to the Microsoft Marketplace.

How is pricing set for resale enabled offers?

Resale enabled offers are sold using customer private offers and multiparty private offers. Resale partners set the price when they create private offers in Partner Center. Private offer pricing is customizable, so resale partners can price in accordance with their external agreements with offer owners and deal-specific negotiations with customers.

Can the offer owner set wholesale pricing for resale enabled offers in Partner Center?

No. Offer owners can't dictate wholesale pricing for resale enabled offers in Partner Center. Pricing agreements must be managed through external agreements between offer owners and their resale partners.

Creating private offers with resale enabled offers

Will the offer owner be notified when a resale partner creates a private offer using their resale enabled offer?

No. Offer owners won't receive notifications when resale partners create private offers using resale enabled offers. Offer owners can use Microsoft Marketplace insights Orders and Usage reports to get information about REO private offers after customers complete their purchases.

Can a resale partner bundle their own products and services with resale enabled offers?

No. Resale enabled offers do not support bundling products from multiple partners. However, resale partners can include multiple resale enabled offers from the same offer owner if they've been authorized to sell multiple products.

Payments and reporting

How do Microsoft payouts work for resale enabled offers?

With resale enabled offers, Microsoft pays the resale partner in accordance with Marketplace payout policies. Resale partners pay offer owners outside Marketplace in accordance with their external agreements.

How does Microsoft apply Marketplace agency fees on sales of resale enabled offers?

Microsoft applies the resale partner's Microsoft Marketplace transaction fee to resale enabled offer transactions.

What reporting is available in Partner Center for resale enabled offers?

You can get data about purchases completed via resale enabled offers in the Microsoft marketplace insights section of the Insights workspace in Partner Center. Use the Resale partner filter on the Revenue, Orders, and Usage dashboards to isolate data on sales of resale enabled offers. These dashboards also include a Resale partner column, which is included in the Details table and in report downloads.

Offer owners won't see pricing information for private offers sold through resale enabled offers. Additionally, offer owners won't see resale enabled offers in their Partner Center Earnings workspace, as Microsoft pays the resale partner for sales via resale enabled offers.
