Access to hotmail account - code not sending

My mother has locked herself out of her hotmail account after attempting to update the password. It seems she tried to reset it and got some codes but something went wrong and now can't get any codes

We tried the reset password option and there is a mobile phone registered, we went through the security challenge (enter last 4 digits of the number) but it keeps stating "That verification method isn't working right now. Please try another method.".

We tried giving it 48 hours but same issue.

I can't find a way to contact microsoft to see if there is a block or similar on the account. Does anyone have any suggestions? Its causing her a lot of stress.
