Sorry to hear you're having trouble.
Please be sure to post back what exactly happens when you try to open the app and if you can log in to outlook via browser. Also please post which OS you're running and if there are any pending updates for either the app or the system.
In the meantime you could try deleting then redownloading the app to see if that helps.
