Unable to close my account

The only thing I have done on this account is to sign up for the Line business account.
However, I'm stuck on the step of leaving my work organization. I've never even try Teams or Azure, so I have no way to see the organization page.
I can't imagine how such a stupid thing could happen, even wasting an hour trying to contact online customer service.
So how can I close my account? Do I need to close the Line Business account first?
