outlook keeps saying needs to download messages from server

I constantly receive this error message when trying to open any mailbox or view attachments. I cannot send or reply to emails that have already been received. This issue occurs both at home and elsewhere, despite working perfectly for years until now. I use Starlink with Mesh Wi-Fi at home and have also tried a secure network from family, public Wi-Fi, NHS, and private networks—all with the same problem and error message.

My Mac is running macOS Tahoe V26.4 as of today, and all apps and the system are fully updated.

I have cleared the cache and archived hundreds of emails, but for the past three weeks, I cannot access my emails except via webmail through my domain provider, "Fast Hosts." I verified with them that my subscription is active and there are no issues on their end. It seems the problem is with Outlook.

We are a non-profit organisation, and don't have £100's to use with specialist IT software, etc., but this needs to be rectified.

Any advice or assistance with this issue would be greatly appreciated.

Use the following checks and fixes in Outlook for Mac and the Exchange‑type account:

    1. Confirm Outlook is online
    • In Outlook, open the Outlook menu.
    • Ensure Work Offline is not checked. If it is, uncheck it so Outlook reconnects to the server.
    1. Verify the Exchange server connection
    • Go to Tools > Accounts.
    • In the left pane, select the Exchange account.
    • Check the status icon next to the account:
      • If it is orange, Outlook is not properly connected to the Exchange server.
      • In that case, try accessing the same mailbox via another Exchange client such as Outlook on the web. If Outlook on the web works but Outlook for Mac does not, continue with the next steps.
    1. Check general network connectivity
    • From the same Mac, open a web browser and confirm that normal websites load.
    • If on a corporate or NHS network, confirm that any required proxy settings are correctly configured in macOS System Settings/Preferences (some networks require a mail proxy to reach the mail server).
    1. Clear the local Exchange cache for a problem folder If the local cache is corrupted, Outlook may repeatedly show messages like “needs to download messages from server” and fail to open items.
    • Make sure the Mac is online and can reach the Exchange server (per steps above).
    • In Outlook’s folder list, Ctrl+click or right‑click the affected Exchange folder (for example, Inbox).
    • Select Properties.
    • On the General tab, choose Empty Cache.
    • Outlook will clear the local copy and automatically re‑download items from the server. After this completes, test opening messages and attachments again.
      • Note: Emptying the cache removes any content not yet synchronized to the server (for example, unsynced local changes). Ensure important data is synced or backed up before doing this.
    1. If using POP/IMAP instead of Exchange If the Fast Hosts account is configured as POP or IMAP rather than Exchange:
    • Go to Tools > Accounts and select the account.
    • Confirm the incoming and outgoing server settings, username, and password are correct.
    • If messages are stuck with errors related to sending:
      • Under Outgoing server, click More Options and enable the required authentication type if the SMTP server needs authentication.
      • If the ISP or network blocks the SMTP server, ask the provider for an alternative SMTP server and enter it in Outgoing server.
    1. If Outlook still cannot sync
    • If the account indicator stays orange or messages never finish downloading even on multiple networks, contact the Exchange or mail server administrator (Fast Hosts or the organization’s mail host) and ask them to confirm:
      • The mailbox is enabled and not disabled/terminated on the server.
      • There are no server‑side issues preventing Outlook for Mac connections.
    • While this is being checked, continue to use webmail as a workaround.
