I’ve carried out a test in my own environment to try to reproduce the behavior you described. Based on this testing, here’s what I found:
You can attach multiple files to a single approval in Microsoft Teams. However, each file needs to be added one at a time. The attachment option allows you to select only one file per action, but once that file finishes uploading, you can select Add attachment again to include additional files. Repeating this process lets you include multiple Excel files and PDFs within the same approval request.
So while multiple attachments are supported, they must be uploaded separately rather than selected all at once.
