The error ApiServiceCreationDisabledForSubscription occurs because Microsoft has temporarily disabled the creation of new Standard v2 (and Basic v2) Azure API Management instances in the UK South region due to regional capacity constraints. This is a platform-level restriction enforced by Azure, not a limitation or policy applied to your specific subscription. As a result, this restriction cannot be removed, overridden, or increased through Azure Portal settings, RBAC changes, quota requests, ARM/CLI deployments, or Azure Support tickets. Existing API Management instances in UK South continue to work normally, but new instance creation is blocked until Microsoft restores capacity in that region.

Refer below points to resolve this issue or this is the workaround

• Deploy the API Management Standard v2 instance in an alternate region Microsoft recommends deploying to another supported region where capacity is currently available, such as UK West, North Europe, or West Europe. This is the only immediate and supported workaround to proceed with deployment.

Use a different API Management SKU if region change is not possible If your requirements allow, you may deploy a classic (v1) Standard SKU or use the Developer SKU for non‑production or testing scenarios. Note that these SKUs do not provide the same capabilities as Standard v2 and should be evaluated carefully against your requirements.

• Plan for future regional addition once capacity is restored If UK South is a mandatory region for compliance or latency reasons, you can deploy API Management in another region now and later add UK South when Microsoft restores capacity. This approach is commonly used in multi‑region API Management designs.

ApiServiceCreationDisabledForSubscription makes me think it's something per subscription.
