How do I create a local account and not a Microsoft account so I can use the Remote Desktop feature without being connected to the Internet.

Open the Settings App.
Go to Accounts - Other Users.
Click 'Add Account'.
Then while creating the account choose 'I do not know this person's details' and do not add Microsoft account details.
That process will create a local account.

Or if you want to switch your existing account to a local account, open the Settings App.
Go to Accounts - Your Info.
There should be an option to either 'Switch to a Local Account' or an option to 'Stop automatically logging into apps with this account'.
Either of those options will switch your account to a Local account.
To use Remote Desktop without being connected to the Internet, create and use a local account on the PC, then enable Remote Desktop.

Note: When using a local account, it is recommended to create a password reset disk, because if the password is forgotten it cannot be recovered.
Enable Remote Desktop on that PC:
Use Remote Desktop over the local network (no Internet required):
Remote Desktop works over the local network without Internet access as long as both devices can reach each other on the network and Remote Desktop is enabled and allowed through the firewall.
