From Settings app, you can switch Microsoft account to local account.

Go to Settings > Accounts > Your info > Sign in with a local account.

    1

    Open the Settings App.

Go to Accounts - Other Users.

    Click 'Add Account'.

Then while creating the account choose 'I do not know this person's details' and do not add Microsoft account details.

That process will create a local account.

Or if you want to switch your existing account to a local account, open the Settings App.

Go to Accounts - Your Info.

There should be an option to either 'Switch to a Local Account' or an option to 'Stop automatically logging into apps with this account'.

Either of those options will switch your account to a Local account.

To use Remote Desktop without being connected to the Internet, create and use a local account on the PC, then enable Remote Desktop.

Create a local account (Windows 11/10):

    1. Open Settings > Accounts > Your info (or use this shortcut: Your info).
    2. If currently signed in with a Microsoft account, select Sign in with a local account instead.
    3. Enter a username, password, and password hint for the new local account. The username must be different from any others on the device.
    4. Select Next, then Sign out and finish.
    5. Sign back in using the new local account.

Note: When using a local account, it is recommended to create a password reset disk, because if the password is forgotten it cannot be recovered.

Enable Remote Desktop on that PC:

    1. Sign in to the PC with the local account that will be used for Remote Desktop.
    2. Open Settings > System > Remote Desktop.
    3. Turn Enable Remote Desktop to On, then select Confirm.
    4. (Optional) To allow additional local users to connect: in the same page, select Remote Desktop users (or Select users that can remotely access this PC), select Add, type the local username, and select OK.

Use Remote Desktop over the local network (no Internet required):

    1. Ensure the PC is powered on, connected to the same local network as the client device, and that Remote Desktop is enabled.
    2. On the client PC, open Remote Desktop Connection (Start menu → type Remote Desktop Connection).
    3. Enter the computer name or IP address of the remote PC.
    4. When prompted, enter the local account username and password created earlier.

Remote Desktop works over the local network without Internet access as long as both devices can reach each other on the network and Remote Desktop is enabled and allowed through the firewall.
