problem connecting Outlook with iCloud contacts

iCloud calendar and contacts used to work between PC and iPhone/iPad. It stopped. I was advised to reinstall iCloud which I did. I was finally able to connect calendars by right clicking on calendar and adding a calendar "from the Internet" using a link I got from the Apple side. That now works but I can't figure out how to get contacts through iCloud Linked up. if I right-click on"my contacts" all I can do is add a folder and there doesn't appear to be any way to get it to point to the contacts on iCloud . As I said above, this used to work but I can't get back to that for the contacts. So far Microsoft has been totally unhelpful and I don't know that Apple will be able to assist with something on the Microsoft side. So anything that anyone has to offer to get me past this problem will be greatly appreciated! Thank you.

  • note that in "apps using iCloud" "calendars and contacts" is turned on and is updating
  • the iCloud Outlook add-in is listed under Outlook options and not disabled
  • calendar data is updating between the PC and iPhone/iPad
