Because the USB thumb drive is not being recognized at all, the built‑in Recovery Drive tool cannot be used until Windows can see at least one USB device. In this situation, the practical path to creating or using recovery media is:
- Use another working PC
- On a different Windows 10 or Windows 11 PC that does recognize USB drives, create recovery or installation media on an empty USB drive.
- For a full reinstall option, create Windows installation media as described in the Windows recovery options article (this uses a USB or DVD as installation media).
- Boot the Dell laptop from that USB
- Configure the Dell’s firmware/BIOS so it can boot from USB.
- Start the laptop from the USB drive. If the USB ports are working at boot time, the device should load the Windows Recovery Environment or installation setup from that media.
- Use recovery or reinstall options
- If using a Recovery Drive created with the Recovery Drive tool, choose Recover from a drive (if available) to restore Windows.
- If using installation media, follow the steps under “Reinstall Windows using the installation media” to perform a clean installation when needed.
If the Dell laptop still cannot see any USB device even at boot (in BIOS/UEFI or when trying to boot from USB), this indicates a hardware or firmware issue with the laptop’s USB ports, and hardware service from Dell would be required before any USB‑based recovery can be used.
Note: Creating or using a recovery drive does not back up personal files; use a separate backup method for data.
