Microsoft Per App Per User Licensing

I’ve been spending some time digging through Microsoft’s nonprofit licensing pages and I came across something .

Microsoft is still referencing a Power Apps nonprofit offer that includes:

  • Free use for up to 10 users
  • Discounted pricing of $2.50/user/month for additional users

I’ve included a screenshot (page 1) for reference.

My understanding was that this particular offer may have been retired or changed, so I’m trying to reconcile that with what’s currently published on the Microsoft.

One additional subject:

 In the Microsoft Power Platform Licensing Guide , on page 10, (screenshot page 2) The offer Power Apps per-app pay-as-you-go meter. This offer may also fit our organization usage requirements. Is this offer available for a non-profit (and is there a discounted price)?

    I understand that you noticed the Microsoft Nonprofits website still references a Power Apps offer for nonprofits, while other documents, such as the Power Platform Licensing Guide, describe newer or different licensing models.

    Regarding the Power Apps nonprofit offer you referenced, the information shown on the Microsoft Nonprofits offers page is still valid. Eligible nonprofit organizations can continue to use Power Apps for up to 10 users at no cost, with discounted pricing of $2.50 USD per user per month for additional users. This offer has not been officially retired and remains an active nonprofit benefit.

    I also understand your interest in the Power Apps per‑app Pay‑As‑You‑Go option mentioned in the Power Platform Licensing Guide. This is a newer, usage‑based licensing model and it is available to nonprofit tenants. However, because it is billed through an Azure subscription, it currently follows standard commercial pricing, and Microsoft does not publish a nonprofit‑specific discount for the Pay‑As‑You‑Go meter at this time.

    In summary, both options are available:

    The nonprofit Power Apps offer provides discounted per‑app licensing with predictable costs.

    Pay‑As‑You‑Go provides flexibility and charges only when apps are actually used, but without nonprofit pricing.
