May I ask if you are using Exchange, POP or IMAP account?
If you are using Exchange, log in https://outlook.office.com/mail/ and check if you see all emails there. If yes, the issue is likely due to your Outlook Mac.
You can try Reset your account, this will force a resync to the server.
If you are using IMAP, make sure you do not limit the number of items to be sync in your webmail provider.
If you are using POP, by default it will download all emails by default.
Additionally, if you are using IMAP/POP, you can give me the name of your provider so I can find more details.
Lastly, consider updating to the latest Outlook version (16.107.2) in Help > Check for updates.
