Clarification on Intune Device-only Licensing and 'Estimated Usage' Requirements

Hi everyone,

I'm evaluating Intune Device-only Subscription licensing for some shared devices in our environment that are used by multiple users and therefore aren't enrolled with user-based licensing.

In the Intune licensing documentation, the device-only section says:

“You can purchase device licenses based on your estimated usage.”

Could Microsoft clarify what “estimated usage” means in practice? Specifically:

  • Is the device-only license priced as a fixed cost per device, regardless of how heavily the device is used?
  • Or does “estimated usage” imply some form of variable or consumption-based licensing?
  • Does it simply refer to the number of devices we expect to enroll via user-less enrollment methods (e.g., Autopilot Self‑Deploying, Shared Device mode, DEM accounts, etc.)?
  • Is there any official guidance on how customers should estimate, track, or true‑up device counts over time?

Any clarification or documentation references would be greatly appreciated.

Thanks in advance!

“Estimated usage” in the Intune device-only licensing context refers to how many devices are expected to be enrolled using device-only enrollment methods, not to any metered or consumption-based usage.

    From the documentation:

    • Intune offers a device-only subscription for managing devices that aren’t affiliated with specific users and are typically kiosks, dedicated devices, phone-room devices, IoT, or other single‑use/shared devices.
    • These device licenses are applicable when devices are enrolled via specific user-less methods such as:
      • Windows Autopilot Self‑Deploying mode
      • Apple Device Enrollment Program without user affinity
      • Apple School Manager without user affinity
      • Apple Configurator without user affinity
      • Android Enterprise dedicated
      • Device Enrollment Manager (DEM) account
    • Device licenses are purchased separately from user licenses, and each device that accesses and uses the Intune online services must have a device license available in the tenant.

    Based on this:

    • The device-only license is a per-device subscription, not a variable/consumption-based model. “Estimated usage” means estimating how many devices will be enrolled under these device-only scenarios and purchasing that many device licenses.
    • It does not imply per-hour, per-login, or other metered usage. The pricing model itself is not described as variable in the documentation provided.
    • It does indeed refer to the number of devices expected to be enrolled using the supported user-less enrollment methods listed above.
    • The documentation does not provide a detailed, prescriptive process for how to estimate, track, or true‑up device counts over time. It only states that:
      • “You can purchase device licenses based on your estimated usage.”
      • “Each device that accesses and uses the online services and related software … must have a device license available in the Microsoft 365 tenant.”

For questions on pricing structure, true‑up mechanisms, or commercial terms beyond this, the documentation directs customers to the Microsoft Licensing page or to contact an account representative.
