Because the BitLocker key is not available, the goal is to use a proper Surface USB recovery drive and fully reinstall Windows on the Surface Pro 3.
Follow these steps end-to-end:
- Create a correct Surface recovery USB
- On another working Windows PC, go to the Surface Recovery Image Download page: Surface Recovery Image Download.
- Select Surface Pro 3 and download the factory recovery image
.zipfile. - Follow the steps in Creating and using a USB recovery drive for Surface to create the USB recovery drive for Windows 10:
- Format a USB drive (at least 16 GB, will be erased).
- Extract the downloaded
.zipand copy all files to the root of the USB drive.
- Boot the Surface Pro 3 from the USB recovery drive
- Make sure the Surface is fully shut down.
- Insert the USB recovery drive into the Surface.
- Press and hold Volume Down.
- Press and release the Power button.
- Keep holding Volume Down until the Surface logo and then the spinning dots appear. This should boot from the USB and show the recovery environment (language/keyboard selection, then Troubleshoot).
- Use the USB recovery drive to reinstall Windows
- In the recovery environment, choose language and keyboard layout.
- Select Troubleshoot.
- Select Recover from a drive or the equivalent option to reset/reinstall Windows from the USB recovery drive (wording may vary slightly):
- This will reinstall Windows, delete all existing data, and remove all apps and settings on the Surface.
- Follow the on-screen instructions to complete the reset.
Notes:
- Because the BitLocker recovery key is not available and the device was purchased used, existing encrypted data on the drive cannot be recovered; the factory reset from the USB is the supported path.
- If the USB still does not appear as a boot option and the device always goes to UEFI/BIOS, verify the USB was created exactly as described in Creating and using a USB recovery drive for Surface and try a different USB port or drive.
