If the BitLocker recovery key cannot be found, all existing data on the Surface will be lost when reinstalling Windows. Before resetting, try every available option to locate the key; if it still cannot be found, proceed with a full reinstall.

    1. Try to find the BitLocker recovery key
      • If the device was ever joined to a work or school account, from another device go to https://aka.ms/aadrecoverykey, sign in with the work/school account, select Devices, expand the Surface, then select View BitLocker Keys and match the Key ID.
      • Check for a printed copy of the key among important papers.
      • Check any USB flash drive where the key might have been saved as a text file.
      • If the device is managed by an organization, contact its IT support to retrieve the key.
      • If the key still cannot be found, it cannot be recovered by Microsoft or anyone else, and the only option is to reset/reinstall Windows, which removes all files.
    2. Create a Surface USB recovery drive on another PC
      • On another computer, download the Surface recovery image from the Surface Recovery Image Download page and follow the instructions to create a USB recovery drive.
    3. Boot the Surface from the USB recovery drive
      • Insert the USB recovery drive into the Surface.
      • Power on the Surface and boot from the USB (use UEFI/boot menu if needed).
    4. Reinstall Windows using the recovery drive
      • When the recovery environment loads, choose language and keyboard layout.
      • Use the recovery options to reset or recover the Surface. The recovery drive will:
        • Reinstall Windows to factory condition.
        • Delete all personal files.
        • Reset settings.
        • Remove all apps that were installed.

If Windows will not start or the built-in reset feature cannot be used, always use the Surface USB recovery drive method to reinstall Windows.

If the BitLocker prompt appears before Windows even starts and the key truly cannot be found in any of the locations above, there is no way to unlock the existing data; only a clean reinstall from a recovery drive is possible.
