Since Access is showing as unlicensed on your new computer, the issue is most likely related to activation.
First, please check whether you are signed in with the correct Microsoft account: Open Access > File > Account and make sure you are signed in with the Microsoft account associated with your Microsoft 365 Family subscription.
Also, are you currently signed in to Microsoft 365 on more than five devices? In some cases, this can affect activation on a new computer.
If you are already signed in, please try signing out and then signing back in again.
Additionally, you may try refreshing the license status by going to File > Account > Update License and then restarting Access.
After that, please check whether the issue still occurs and if you are able to edit the table again.
