My Surface will not accept any passwords even after restart nor will it do a factory restart

I have an OLD surface and have not used it in a long time. Tried to log in, no luck, tried to reset my password with microsoft, no luck. Tried to reset to factory setting, it will not even bring me to the blue setting screen when hitting shift+restart. It will only restart my computer. Any help? Thanks
