How do i troubleshoot installing a VPN device driver on my surface pro 12 windows 11, when it keeps failing??

I am trying to add a vpn device driver to use SoftEther VPN Client. Every time I try to add it on my brand new just out of the box Surface Pro 12 with windows 11. It says Installation of the virtual network adapter device driver failed. How do I troubleshoot this? I looked at the firewall and can see SoftEther checked on both the public and private lists.

    Microsoft Surface Pro 12 uses specifically the Qualcomm Snapdragon X Plus. These are all ARM based processors.

    SoftEther VPN Client does NOT support ARM drivers with Windows OS.
