How to stop Microsoft edge download from getting stuck at 100%

I have tried to download the same mod for a game I've been playing like 8 times now. It is an 18 GB file and it will start downloading fun but once it is all but finished, it will get to 100% and the download speed will drop to 0 b/s. This will leave whatever goes into my downloads folder as an unidentified file that it doesn't know how to open. I have gone through ALL of the basic troubleshooting online when I've googled this problem. I have made sure that Microsoft edge is updated. I have tried to download while in a private tab. I have tried changing the download location. I have disabled my anti-virus and real-time protection to try and download it. I have tried both resetting and repairing Microsoft Edge. I have seen other people with this problem online, but for some reason doing the steps above seemed to have work for them, when they have not for me. I am at my wits and after trying this so many times. I hope someone has a solution for me.Screenshot (92)

    This issue is unfortunately common with large files in Microsoft Edge, where the final verification or handoff to SmartScreen or Defender can freeze the download. Since you're in a cloud-only environment and have already exhausted the standard fixes, the best next step is to try a different browser like Chrome or Firefox, or use a dedicated download manager like Free Download Manager or JDownloader, which are more reliable for large files.

    You can also temporarily disable SmartScreen under Windows Security → App & browser control → Reputation-based protection, and make sure your disk has plenty of free space and no file system errors.
