I noticed it pops up after downloading the Windows 10 creation tool and ISO file:
However, I need to troubleshoot my disc drive (unrelated) and come back to it later, but it'd be nice to use it for other ISO files.
I'm not seeing it in Start menu or search.
Is this in Windows 10 at all? I found the old but lovely Windows Movie Maker on accident again, and a burner tool would be handy as well rather than installing yet another 3rd-party app I may not need.

That Disk Image Burner is a utility build into Windows, it is a file named isoburn.exe that is located in the C:\Windows\System32 folder, it cannot be used like a normal app, it is run with command line arguments from other apps.
There is no native method to burn disks in Windows 10/11, if you want to burn disks in Windows 10/11 you do need to download a disk burning app from the Microsoft Store.
